This means the NSA, CIA, FBI, Military, DEA or even city and state police officers may be a part of the team. This also allows for private contractors to be included on the interrogation team as the bill does not stipulate that the interrogators must be sworn officers or soldiers.
This is a scary situation. The President can call upon interrogators who have never taken or sworn an oath to uphold the Constitution to interrogate American citizens.

The bill does NOT mention the word combatant This is very telling because I think by law an American citizen cannot be a combatant so they are going to use the term belligerent in place of combatant.
combatant is someone who takes a direct part in the hostilities of an armed conflict. If a combatant follows the law of war, then they are considered a privileged combatant, and upon capture they qualify as a prisoner of war under the Third Geneva Convention (GCIII).
